Challenges and opportunities for Flemish education

Cognitively strong functioning children and youngsters form a diverse group with unique educational needs, talents and vulnerabilities. Yet their potential in Flanders is too often underutilized, and their needs are insufficiently recognized and responded to. This Position wants to change that. Starting from current scientific insights and a multifaceted questioning of the Flemish educational reality in this regard, this Position Paper offers a critical analysis of the state of affairs of the educational interaction with cognitively highly functioning children in Flanders and a nuanced framework for the optimization of this situation. The focus is not only on cognitive excellence, but also on inclusion and well-being. Strong cognitive functioning is approached as a dynamic interplay of capacities, motivation, context and guidance — and not as a fixed label. This Position Paper deliberately builds a bridge between research, policy and the practice of education. It provides concrete recommendations for schools, teacher training programs, pupil and school counselling services, private care providers, parents, and policymakers, and makes clear what preconditions are needed to provide optimal and sustainable support for cognitively strong pupils. Attention is paid to differentiation, deepening, enrichment, acceleration, professionalization and various forms of cooperation with parents and external partners. With this Position Paper, the Royal Flemish Academy of Belgium for Science and the Arts underlines the importance of a substantiated, coherent and future-oriented policy on cognitively strong functioning in Flanders. The document invites reflection, dialogue and action, and aims to contribute to an educational landscape in which every talent is seen, recognized and developed to the maximum.
